Very Good!
Frequency is a excellent movie. Its acting, plot, concept, makeup, visual effects, etc. are very professional and, excepting a couple occasional logic plot holes, extremely well done.
As for content: the best way to express this is in groups...
Sex: there is a brief shadowed shot of a woman in her bra, along with an attempted rape near the end. It is all mostly implied, however.
Violence: Not much that a person beyond their teens couldn't handle. Peril throughout. A man's hand is shot off and shortly afterwards withers away.
Language: several uses of "s**t" and "bulls**t."
Drugs and Smoking: a main character smokes a cigarette throughout the film, but stops after being told that it endangers his health.
Positive Messages and Role Models: The father-son relationship made as the theme of the film is both emotional and a great example of an ideal family life. The father (Dennis Quaid) is devoted to his job and loves his wife and son dearly. The son (Jim Caviezel) is a bit more rough around the edges but is clearly shown as caring for his family about as much as his father.

Good movie has violence...
Frequency is a good movie but has violence. The plot has to do with a serial killer, so expect discussions of deaths and dead bodies shown. Not much blood or gore though. Overall fine for mature tweens and teens.

Very Good Movie-But Content Wise....
This movie is very good. The actors have clearly done what is expected of them. But, questionable content is here, and if you see this movie you will be aware of it.
Firstly, there are scenes of peril, and at the start, a character is killed in a fire.
Accompanying this is multiple scenes of smoking, fights, and images of dead women. And, also some swearing throughout. One questionable sexual scene, but mild.
But, truthfully, this adds up to a movie that really doesn't seem terribly bad altogether. Although not the first movie to show children, as soon as they hit the age of eleven, less or more depending on maturity, I think the younger crowd of action-movie fans will enjoy this movie.

PLOT. SUSPENSE. ACTION. MESSAGE. ALL-iN-ONE MOViE!
REALLYYYYYY GREAT!!! LOVED THIS MOVIE! CAN'T SAY ENOUGH! (so I won't waste either of our time going on and on about how amazing it was. GO SEE IT for yourself.)
(of the three things I rated as 'you should know...' it's not "too much" of whatever...just be aware that it is there. It's part of the setting.)
