Is It Any Good?
It really takes no artistic skills at all to create avatar faces with FACEMAKR - AVATAR CREATOR HD. There are many options (more than 500 parts) for features on each face -- including ways to position, scale, and rotate, as well as different backgrounds and props -- and they're all within the bounds of reasonable choices for kids. You most likely won't find anything considered rude or crude here. Still, if your teen has a Facebook or Twitter account, you may want to talk about some guidelines for what sorts of avatars they should post, as well as some general guidelines about creating avatars of others.
